I doubt it- the sole has a butt joint between two joists and the lumber that goes across the joists looks like blocking, but it's still terrible practice even if it is common. My house had some similar stupidity before I fixed it by removing the old pipes and scabbing new stud material to the others- mine was in the wall between the kitchen & bath, so the studs were attached edge to edge, but they didn't use wider lumber at the bottom. My house was built and remodeled by idiots.I am not a expert, but i wonder if you have a structure support issue now.
