How should a newly bored, below grade (buried) plumbing line be sealed (on the interior and exterior sides)

I had most of the plumbing in my 1960 house replaced. That included a new line coming into the house from the meter. They used a 1.5" (I think that's the correct size) PVC sleeve with pex inside. They bored a new hole for the below grade line because the original service entrance is in a part of the basement that has dry wall. The new line comes in through cinder block that is exposed (but painted) in the mostly-finished laundry area of the basement. What is the proper method for sealing that new line through the basement wall- on the interior and exterior sides? I'm in Tennessee. Thanks
 
Link Seal is the gold standard for waterproof penetrations.
Seat of the pants is only limited by your imagination if you aren’t worried about moisture: Like expanding foam and slathering caulk.
