How should a newly bored, below grade (buried) plumbing line be sealed (on the interior and exterior sides)

I had most of the plumbing in my 1960 house replaced. That included a new line coming into the house from the meter. They used a 1.5" (I think that's the correct size) PVC sleeve with pex inside. They bored a new hole for the below grade line because the original service entrance is in a part of the basement that has dry wall. The new line comes in through cinder block that is exposed (but painted) in the mostly-finished laundry area of the basement. What is the proper method for sealing that new line through the basement wall- on the interior and exterior sides? I'm in Tennessee. Thanks
