What is this item used for?

Anyone know what this is? It is pretty substantial brass, looks like it has a venturi cone on the female end. The internal bore opening in the male end is larger than the female end. I’m assuming it’s not just water sprinkler. Any ideas?

I'm guessing a small eductor that will suck in at those little holes on the side. Could be used for mixing chemical with water.
