Un-Glued PVC Cleanouts

Is it common practice and/or code-compliant to leave certain drain fittings un-glued, only pressed-on? I've encountered this in large cleanouts buried at grade level, where the female cleanout adapter is only fitted over the buried standing pipe, not solvent-welded.
 
Pictures would be helpful but all PVC to PVC joints should be cleaned e glued,with the exception of threaded fittings they get Teflon tape , or ,pipe thread sealant (pipe, dope,,)
 
We want an outdoor cleanout, at grade to have a completely loose cap, be it a jim cap without a hose clamp or one of the commercial sewer poppers

This is to allow back-ups to be outdoors if the clog is downstream of the cleanout.
