Old delta scald guard won’t turn off. Need help with ID and next steps

Hey everyone, thanks in advance for any help you can offer

Right now this shower won’t turn off. In the OFF position, it will fully flow cold water. When I then turn the knob ON, it will flow hot water as well. Turn the knob off again and it will go back to cold. To stop the flow i turned off the cold water line in my basement. Now it stopped running, but if I turn the knob ON it will flow very hot water.

Any idea what kind of fix I may need? What kind of faucet is this and where to go from here?

behind the handle there should be a stem with a ball with slotted holes in it behind the ball there are rubber caps and springs on the body of the valve there should be a small brass tit...that the ball sits in its a curved slot on the ball that goes were the brass tit is
 
It’s a early 90s delta. Pressure balance. ( that didn’t balance anything hence your getting hot water without cold on. ) that one is the springs for delta but not a ball but a triangle plate that glides on a ball joint of sort. You just need to take it all apart. DO NOT USE PLIERS. Get a good strap wrench. That ring if never been pliered should just be snug.
