Had another plumber over, friend of a neighbor... he back-flushed the hot line with cold to get rid of any debris that could have been in the line, didn't make a difference.
Then he increased the pressure on the PRV.... et voila... one of the previous plumbers must have lowered it for some reason.... it was ~30 psi... now it's 60 psi (max is 70) and what a difference, it actually works!
No wonder the hot pressure died when a 2nd tap was open.
