Just purchased a Everbuilt THD1020 (In-Line Sump Pump Check Valve) , and installed in the back hose of our washing machine. The original hose would leak detergent soap and water. Is it a good practice to install In-Line check valves like this on laundry machines? Are there any negative consequences, issues with flooding or clogging from doing this? The original hose kept leaking, so decide to get this instead. How does this fit in state california rules?

WRONG part in the wrong place.
Check valves are not needed or wanted in washing machine set ups. That check valve is unnecessary and cannot work anyway because the flapper is designed to only operate via gravity and does nothing when upside down, as you have it.
Check valves are designed to orient vertically with upward pumping from a sump pump!

Not exactly sure what the problem is or what you were trying to accomplish.

A washing machine drain hose must dump into an open end standpipe with an air break. In other words, not tightly connected, but rather just loosely inserted into the pipe.
How did you have the original hose connected? Was it as I described above or was it somewhat tightly connected. If soap was coming back up the stand pipe that is a problem you don't solve by using a tight connection with or without a check valve.

Could be any one of a number of things...
Slow drain.
Having 2 washing machines running together.
Too much soap.
Newer high flow rate washing machines that exceed what your piping system was designed for.

Or a combination of the above.

Typical Installation:
