What is this third pipe?

Just bought a place with a submersible well that we had to dig up to find - no venting. Image is of the spot where the power and water come into the system... I mistakenly broke the third PVC pipe when demoing that wall. Any ideas/suggestions? Also, shouldn't the well have a vent? We're in Upstate NY.

The grey pipe is a conduit. You may have hit the wire also? Yes, wells need to be vented. Most states do not allow counter sunk wells anymore. The casing should be brought up 18" above grade using a pitless adapter and a vent installed in the well cap.
