What is the thread on my outside faucet.

If you could take a good close-up picture of it and post it, along with an accurate diameter we might have some idea. It could be 1/2 or 3/4 npt, or maybe part of the faucet is missing.

That doesn't look like it. But what is a 'vacuum breaker' and where would it be used? Thanks
Its a one way valve to prevent back siphoning through a plumbing system. The type I’m speaking of screws onto a hose Bibb faucet.
 
Sounds like it is a vacuum breaker, as others have said. I have replaced several of these in the past. You can purchase replacements at any, plumbing supply, big box store and most hardware stores.

It may or may not have a set screw to hold it in place. The original ones usually don't have a set screw, but are held in place with red Locktite. You need to heat it up with a torch to break the Locktite bond. I never use the set screw that comes with the replacement, as they can be very difficult to remove. Most have a break off screw. It may be in a position that is not accessible with a drill. If you do decide you want a set screw, I recommend a standard Allen socket set screw. I usually just leave it off.
