How can you diagnosis that a well has been silted in.

If it's found to be, what is the solution? Can it be done DIY or is this pretty much a professional job.
 
Silted in usually means you can't get the pump out of the hole, or it won't set back all the way to the bottom. You can run pipe to the bottom and attach to a large air compressor to blow out the silt. If you rent a big compressor you can probably do it yourself. The problem is that the silt was in there to start with. A properly cased and gravel packed well will not silt in. If the well wasn't properly cased and packed, the silt will just fill it up again. You might be better off spending that money having a new well properly constructed.
 
You can also wash it out with a pump and circulating water.

Who is telling you it's silted in? Or how do you know it is? Is this your own well?
