Well casing cover.....what am I looking at

Was looking to replace the well cap on an old well and in the process of measuring the casing the cap fell apart and under it there was a ton of white powder (no sadly a drug dealer didn't leave his stash there). Just wondering if this is some sort of calcium or lime build up. Also it looks like there is a plate under all that residue. The covers I've been looking at don't reference a plate (although maybe its included and assumed). Just wanting some 2 cents worth on what I'm looking at to help me in my discovery process. Thanks!

Looks like a home made well plate. Probably just need to pull up on the pipe. But wire brush off that white stuff and see if there are any bolts around the well pipe.
