Water heater throbbing, line bouncing

I recently noticed the water pressure in my house pulsing. I heard a noise from my water heater and found it pulsing like seen in the video. I had the people from the city come and check and they said it was likely a bad water pressure regulator. I've changed the water pressure regulator but this seems to have had no effect. There are times where the pressure is steady and other times where it's pulsing. If I turn off the supply of water to the water The pulsing throughout the house stops so I think the problem is with the water heater. What could be causing this? I ran some water out of the hot water heater and didn't get any sediment...

Well never mind, even with the water heater off in getting the vibrations in my house. The line into the toilet is vibrating/pulsing. Regardless of whether water is ruining elsewhere or not I did have my water turned off for a while installing a new tub a few weeks ago...

Well I hope I answered my own question. I flushed my pipes and hot water heater completely and turned the water on with ever faucet in my house open, hoping it was air trapped in the system. So far no wobbles, pulses or throbs. :)

Will keep my fingers crossed
