Water heater problem

hot water quit. Thought it was water heater which was old. bought new one installed and still same problem. When the cold water valve is on heater runs all time and water does not get hot. when cold water valveis off heater heats water. is it possible that I have a hot water leak ? when cold water valve to heater in on water meter is constantly spinning. when cold water valve is off , water meter does not spin. help i need advice before i begin digging under the house.. it is an old house and crawl space is non existant.

If you have all faucets turned off and your meter is still running, either you have a busted water line or someone near you has tapped into your water source. The water heater is not a concern at this point...get someone to help you check for a broken line immediately!

Yes, if the water runs with all of the faucets etc. off, you have a leak in your hot water system somewhere.

Possibly a leak on the hot system. Does your home sit on a concrete slab?
Turn off the cold supply to the heater. Does the meter stop turning if so. Call a pro. They can locate the leak and give you option. Normally we rerout the line but they can be located and repaired depending on where it is.

I have come to the conclusion that I do have a hot water leak. I am experienced enough to locate it myself. If it is under the house I my have problems as the area where i suspect the leak is is concrete but I have figured out a way to reroute it It will be quite an undertaking but a plumer around here charges 75 to 100 per hour. and i can hardly afford that. Thanks all.

Please post up some pictures and maybe a drawing or two and the experts here will walk you through and save you time and money on the re-routing of the plumbing.
