Water Heater & Oil Burner with water completely Shut Off

Hi All,

Would that be a concern if the water is completely shut off for the water heater and oil burner in the pics below? The property is vacant for the winter and would like to shut off the main water valve to prevent any water pipes bursting from the cold temperature. I wanted to shut off the main water valve and drain the water out of the pipes as much as I can while leaving the heat on. Would there be an issue? I know the water may vaporize inside the water heater over time. Is it safe to leave the heater & oil burner on for 2-3 weeks while the water valve is shut?

My second option is to shut off the heater and water altogether for the winter and leave a portable timer in the boiler room with a set timer. Is it safe to run one of those portable heater in the boiler room unattended? See link below for an example.
