What's the purpose of the blue insert in this water heater fixture? I'm thinking that this is what is causing the restriction in my hot water lines, since the restriction was first noticed after I installed a new water heater with this kind of fixture.

It is a dielectric nipple. Prevents electrolysis.
Just a plastic lining on a galv plated steel nipple.
 
I don't suppose that removing it will do anything for my hot water pressure???

I like to remove those nipples with the heat traps and install 316L stainless nipples.
 
I appreciate all the replies. I think I'll just leave 'em alone. My hot water pressure is kinda low but sufficient for an old man...
