When waster in basement fills with water and stops, I can hear is shake the line under the kitchen sink that is upstairs. I installed 2 arrestors on the washer lines, but it still does it.

Are your water lines supported well?
Restrict the flow so the washer doesn't fill as fast by tightening the shut off valves a little for hot and cold. Reduce the velocity and it won't water hammer when the solenoid closes. I do toilets the same way. With strong constant pressure in the house all the appliances fill faster and can cause water hammer when there associated valve shuts quickly.
