I have a electric heater that is four years old.It runs out of hot water during the shower.I checked both thermocouples with a meter and checked out good.The thermostats checked out good but I changed both anyway.Wanted to check the dip tube but it is the roto swirl type and not sure if I can unscrew and pull out like a strait tube.Any ideas ? It is a Kenmore Power miser 12 model

I am assuming that you meant that you checked both elements? Thermocouples are on gas water heaters, and there is only one.

If it is the dip tube, a low flow demand, such as a faucet, will not show as big a problem as will a high demand, shower or washing machine. So run the shower until the hot runs out, let the water set for a few minutes, then try a slow trickle from a lavatory or kitchen faucet.
 
Replace your lower heating element -- although the lower heating element checked out fine it is bad.
 
It might also be that the upper tstat has failed. Normally once the upper tstat is satisfied it snaps open then sending current to the lower t-stat.

Though 80% of the time its the element...
