Underground Water line Freeze?

Our freeze line here (South Bend IN) is 42". Now just this last year I had to have a new well drilled and when the line comes into the house (Block House) it's only a couple feet below the top of ground which for me is above freeze line. Anyway to the point of this, I need to run water to the end of my garden (About 250 feet) that will also be a supply water line for my RV that's parked out there. Do I just need to go a couple feet down to go out of the side of my house (Basement is dry/block) then drop the line down to below the freeze line?? Should I run 1" line out or would 3/4" line be fine? (Blk 100 psi portable water line) then hook up a frost proof hydrant. Will it be alright to run a electrical wire along side the water line??
