So my daughter replaced a bunch of internal parts in toilet a month ago .
This morning i was soaking in tub. Toilet has not been used in this bathroom by anyone for a week .
so while im soaking in tub i hear the toilet water come on for a few seconds then go off.
does this mean toilet is still leaking?

Yes, the tank is losing water and the toilet fill valve, also known as a ballcock is doing it’s job and refilling the lost water.

Make sure the small black hose discharge tube is secured above the water level in the tank.

Take a pic of the insides and post please.

Is that a piece of tape on the left side of the red flapper valve ? If it wraps around there is your seal leak.
( I would suspect the red flapper not keeping a seal regardless & as TWH suggests be sure the black flow tube from the fill valve is not pushed down too far into the overflow tube.)

Omgosh! Yep it was a piece of tape! Now my question to you when you stated regardless of tape? You would suspect the red flapper as the leak why do you say that? Lets say there was no tape and red flapper is new? Thank you so much for helping me learn this important aspect

Just personal experience over the last several decades.
We've had toilet "infrequent cycling" on their own and it has always been caused by a leaking flapper.

Oh well hopefully, it was the tape.
its brand new flapper, only few weeks old .but with everything being made in china... need i say more?

Im going to make sure the tube is higher than the water as you suggest. Thank you for your help
