Hello,
I currently have a 1” stub out in the garage for my water softener I installed. I want to install a filter and was wondering if it all needs to be 1” pex or can I go to a 3/4” line.

Leave it 1" and reduce on the outlet side of the filter, put a bypass on the filter so you can bypass the filter if you had to,that way you wouldn't be without water
 
For a setup like yours, it’s generally best to stick with 1” PEX if that’s what your stub-out is. Maintaining the same diameter ensures consistent water pressure throughout your system. Dropping to 3/4” might restrict flow, especially if multiple fixtures are running at the same time. If you’re adding a water filter, make sure it’s rated for a 1” line to avoid pressure loss.
