toilet continues to clog

I have a toilet that continues to clog. I have plunged it, snaked it, and removed it from its base and snaked 23 ft into pipe. I have noticed when we flush it, it will burp (percolate air bubbles). The other toilets do not do this. anyway still clogs. 3 other toilets in house work fine. I read it might be clogged vent pipe. Do you agree ? how do I find this pipe?
 
Pull the toilet up and have a 5gal bucket filled with a few gal of water.

Dump into the pipe quickly.

Do this until you’re satisfied it’s the pipe or not. Could be the toilet.
 
a lot of times things get caught in the bend of a toilet, things like toothbrushes, tooth paste. stuff on the lid of the toilet that gets bumped in to the toilet at night , the toilet will flush very nice when nothing is in it, but when you put toilet paper or a bm it will block up right away.
what i used to go was remove the toilet bowl and take it to a garage or back yard and flush the toilet backwards with a high pressure garden or fire hose. sometime i also used a toilet auger backwars . Once i told the customer that something was in side it , he said no way. I said i will smash the toilet open and if nothing inside i will replace the bowl at my cost , he said O K
I smashed it open , found a pen . I charged for everything.

Remove toilet., Then check all the other fixtures in the bathroom for drain flow., if its a tub., fill it up a bit., then drain it an listen for bubbles.,
This to see if the clog is in the waste line., or the toilet itself... Hopefully its the toilet if you've snaked it down 23 ft., If you hear bubbles., its the waste line., but if tub is draining fine and you hear no bubbles., stuff (cover/seal) the toilet hole and see if the tub flow is the same., or if it slows down.
If it slows down., it's the VENT.
