Toilet constantly running

I have a toilet that wouldn't stop running after it flushed. I had to prop something under the ball to stop it. When I had to flush i took the prop out and it would work but now the water overflows in the bowl then goes down very slowly. I plunged and nothing coming up. The flush valve seal is very old and even has a hole in it. Should replacing that fix my problem? Everything else looks to be ok except for the valve seal.
 
There's a few things going on here. Sounds tike there is a clog which is why the water backs up in the bowl. The fill valve needs replaced, I would use a Fluidmaster Pro45. Not sure what you're talking about with the flush valve, could just be a flapper or could be more involved. Have any pictures of inside the tank? What toilet?
