Hello, been trying to help my neighbor with their well not working. The well controller is a Guardian Model DC2. It keeps throwing an E2 code. (low water pressure 10psi or less for 10 seconds) Even when the pump is running it surges and I see bubbles in the filter housing. Any idea what might be happening? Attached is a video of the surging before it tripped out again. Pump and system is about 3 years old. Thanks!

If it's a submersible pump it sounds like the well is going dry, if it's a shallow well or a jet system it could be a suction leak. Does it do this after sitting for a few hours? A submersible should be better then, a shallow well or jet would be worse. Usually a slow recovery well will recover in time. If it's a submersible maybe the pump could be lowered deeper in the well if there's room.
 
Looks like you may have a hole in the drop pipe. Check the amps. If the amps are normal, you have a leak in the pipe. If the amps are low, you have a loss of prime or pumping the well dry issue.
