Is there any plumbing logic or theory to having the supplies above the drain or can they go wherever?

They can go where ever you can make them reach. Industry standard is usually 4" above, 4" spread for basins, but it's really for esthetics. With an 18" rough in height for the drain, it just helps ensure a 12 lav supply will reach most faucets.
