I've just replaced a Delta shower cartridge with a non OEM. When closed fully, the shower head drips. When opened just very slightly, it stops dripping. For now, I've flipped the limiter so that the handle stops just where it needs to stop the drip (I don't need a limit on the hot end, anyway). Is it a bad cartridge or something else?

There are seats and springs inside the cartridge that can wear out. They are replaceable by removing the cartridge and disassembling it. I would just replace the cartridge tho if it was me. Do you know what cartridge you need?

You'll be surprised how different a true Delta cartridge will work for you. Here is the cartridge which includes seats and springs, that is ready to install at my house.17318900357591375968644518575656.jpg17318900793578786262014871525905.jpg17318901342957666308116733625392.jpg

Hmm, I always use manufacturer specific replacements. I didn't even know Moen made parts for other manufacturers. I would use an actual Delta RP19804 cartridge and return the Moen. You should be able to get your money back as it's not operating like it should. If you call Delta they will likely send you a replacement under warranty.
