I'm wondering if there is anything I need to do to the 2" PVC that will be coming up through the concrete slab in my basement floor? I have a section of floor that I broke apart to repair, and I'm wondering if I can just pour the concrete right around it, or if it needs to be wrapped/sleeved with something? I've read everything from sill gasket wrapped several times, to tar paper. I'm just wondering what the experts think/recommend.

If it is a drain line, I wouldn't wrap anything around it. The only exception would be if you will need to inset a drain or other fitting into the floor later.
