Strange non-cast iron metal drain pipe. What kind of metal is it?

This building is 50 years old. I assume this is the original flange and pipe installed by builder. The flange and drain pipe is actually in one piece. The metal has no rusk. For some reason, maybe foundation issues, it had impacts with the concrete floor and made a lump in the following photo. I believe it's not cast iron. but if it's not cast iron, what is it?
It developed a toilet leak because the flange is unleveled caused by, I think, the impacts between pipe and floor. Should HOA be responsible to repair it?

that is a lead pipe. with a brass flange soldered onto it. typical

it does not look high to me...but photos are deceiving.

put a new wax ring on the toilet set the bowl, and see if it leaks

i have no idea what your hoa is responsible for

It doesn't leak after I put a new wax ring but I'm still worrying the flange as it's not fastened on the concrete.
 
does the toilet rock or move?

if not,,caulk the toilet and pee in it

if it does, drill it and install a couple tapcons
It does rock. The hole is too big and there is no concrete under the flange to support it. Shall I patch concrete under it or install a larger repairing ring?
I was actually thinking of patch concrete under it but because of the hole, the new concrete won't stay there and will drop directly into the 2nd floor.

only way i know is to install a riser clamp under the floor

you can, patch concrete with out it falling thru.

you have to be kinda mac-gyver to do it.

fish/poke..stick..insluation into the hole....to keep crete from falling thru

or.

open ceiling below. use plywwod under hole

it can be done,,i have had the unfortunent experience to do it

your best bet..open ceiling install a riser clamp

and bolt to the underside see drawing

under it..man on the fitting,,look inside the pipe on the picture.

the 90 is cast..or it looks like it

phishfood is correct, i worded my answer incorrectly

under the riser is a cast iron 90. strap it there.
