The only way you are going to get that is if you leave a hose in a bucket full of suds and not have an anti-siphoning device on your hose bib. And even then it would have to be a lot to notice. Are you on city or well?
 
Is this for a new build? If you have copper pipes and it is a new installation your water can be sudsy when you first use it. Water soluble Flux makes the water seem soapy. If your plumber did not do a good job flushing the system then this could be the problem.
 
This house is 50+ years old, original everything.
When i use the garden hose for the first time that day and concentrate it in one spot suds appear for about a minute then stop. My thoughts were that if the water pressure is noticeably lower that my last house and the washing machine is filling up there might be a balance of pressure and soap would seep into the line. I had a plumber in but he didn't agree, but I continue to see the suds everyday. there are also rusty deposits at every drain but I don't know if that could be related. I would like to test for soap to prove what I see
 
only way to prove your theory, sounds like you need to do this.

go to the pharmacy, get 2 fecal specimen containers with lids.

fill the jars with the soap water, and take them to your health department to be looked at in the lab. cost is usually 4 of 5 bucks each jar

post back with what you find.
