Mansfield 160 toilet won't stop leaking into bowl

I searched and found a couple other posts on this but nothing I haven't already tried and had fail.

I have three Mansfield 160 toilets. I have become pretty conversant with the danged things. The flush valve leaks, change out the seal. I've done this, soooo many times. I put it in the correct groove, I spin it, everything seems fine, but water still leaks into the bowl. I bought a case of the seals, kept trying until somehow, it finally stopped.

Then this one started up. Changing the seal didn't help. As a last resort, I took everything apart, put whole new flush valve assembly in (fill valve too, while I was at it. A Korky that 'detects leaks'--which it did. It stops filling the tank so at least I'm not losing gallons of water.). And it still leaks into the bowl. Is there any OTHER reason it would leak into the bowl? I pressed down on the flush valve, and it still leaks; could it be leaking around the base of the assembly? At this point I'm ready to put in a conversion kit and turn it into a real flapper. That or buy a new toilet. Three new toilets. (And I managed to kick the tank lid and break it in half this time, too. Frustration level: high.) Other than this leak issue. the toilets have been fine. Flush great, etc.

Yes, it only fills to the fill line on the flush valve. Yes, I have the seal in the correct groove. Yes, I spin it and make sure it's seated well. There just aren't that many parts.

My level of skill is the average DIY: replacing faucets, garbage disposals, toilets.
 
Open the tank and take a picture for me.

I want to see what you see standing over the top and looking down into the water.
 
The problem is most likely the ballcock siphoning.

Would you like to test my theory ?
 
Drill a 1/8” hole where the red dot is.

I saw water still seeping into the bowl when there was only about 1/2" water in the tank. Seems it's going down around the bottom of the flange, not sure how. It's tight.

Did you drill the hole I told you to ?
 
Could you explain the theory here first? If it doesn't work I have to take everything apart again to replace that part.
You wouldn’t need to replace anything.

Drill the hole and put it back together.

Or don’t. ✌️
