Should the PVC suppy lines in my crawlspace be located on the ground?

I just bought a home and noticed that the 1" PVC supply line throughout my crawlspace is located on the ground. I found this a bit odd and bit of a headache since I need to install a vapor barrier in the crawlspace. Is this common practice? All of the fixture plumbing is brass so I was thinking about replacing the 1" PVC with 3/4 PEX and hanging it from the floor joists. Currently there is no insulation installed between the floor joists so this would probably be the best time to make the change. What are your thoughts?

If the 1'' pvc water line is your water service (Main water line coming from the meter or well) I would bury it under ground.

Its buried until it emerges into the crawlspace, then the line runs in an "L" shapes pattern across the entire crawl space directly on the ground. Everywhere there is a fixture (sink, toilet, etc.) There is a 1/2 fitting and line coming off of it up to each fixture.
 
Are you sure it is PVC, and not CPVC? It is against code to use PVC inside or underneath a building. Not to say it never gets done, but it isn't supposed to be.

I wouldn't have installed it laying on the ground, it makes it more susceptible to damage, and generally looks unprofessional. But it isn't necessarily "wrong" to run it on the ground.
