I've run up on a couple of companies that offer a service to rejuvenate old water pipes.

They remove fixtures and faucets, then use compressed air to drive an abrasive material through the pipes, cleaning out rust and scale. Then they blow through an epoxy resin to permanently seal the pipe.

I know a fellow who described a small apartment building that successfully had this done, at far less cost than pipe replacement.

We used to service a property that had a central hot water system for that was constantly plagued with slab leaks. They had the hot system coated with epoxy. I heard that it has failed on several occasions. The problem with failure is now you have to repair a section of pipe with a coating inside it.
Once it is repaired, how do you recoat that repair? you can't. So now that epoxy can flake and peel off causing all kinds of other problems.

I don't have any 1st hand experience with it but I hear it has problems and pipe still ends up leaking. Sometimes in less than a year after installation
 
It's to hard to get the inside of the pipe clean enough to get epoxy to properly adhere to it. There is just no way to get every bit of rust and scale out.
 
And the little guy crawling up in the pipes need really small paint brushes. I bet they are expensive! ;)
