See attached, Can the Sanitary tee be rotated a bit for the vent

yes, you can roll a tee as low as forty five degrees.
UPC requires vents to be two inches.

The UPC allows a sanitary tee to be laid on its back below the flood level rim of the fixture ? Poor practice IMO, a sure sign codes are bought and sold.
