I thought I ran out of propane and ordered a new tank. It showed up with about 25 gal in it and I was able to get my water heater fired up. I checked it later and the flame was out. Now I cannot get pilot going at all...

It is a Richmond 6G40-32PF1.
I pulled out the burner plate and pilot assembly and I could blow through the pilot line. I then reassemble in it and still nothing. The igniter is working well.

So, with everything else hooked up, I disconnected just the pilot line from the gas valve, turned the gas on, turned the gas valve to pilot and depressed the pilot button. No gas come out of the pilot hole.

Does this tell me the gas valve is bad and needs to be replaced, or is there a safety feature I'm not aware of that will not let the disconnected pilot line leak?

Model # for my gas valve: 650 DELTA AP15256A-1
 
Have you replaced the thermocouple/thermopile yet? That is the most common cause.
 
If you’re not getting gas out of the gas control when depressing the button with the pilot tube disconnected then the control is defective or the inlet is clogged to the control or……there’s no gas supplied to the appliance
