Replacing shut off valve that is glued in

We forgot to shut off our water for the outside wall faucet this winter and now have a leak in the pipe. We tried to shut off the water but the shut off valve isn't working properly. I've read that I ought to replace it but saw that the valve appears to be glued in. It's a metal valve glued into a pvc pipe. Is there any way to replace the valve without having to saw anything? Something to note: we see the split in the pipe but it doesn't leak unless you turn on the outside faucet. I don't understand plumbing but it seemed odd to me that it wouldn't leak unless turned on. Any tips or advice would be greatly appreciated!
