Replacing my Rinnai RUR98i

I have had that intermittent Error Code 63 for going on 9 months. I get great hot water, sometimes for hours, and something will trigger error code. Reset will work usually for a couple of hours and then the Code comes up. I have had Rinnai support on the phone with two plumbers. Worked for 8 years without an issue and yes I do flush it routinely. This one has the built in recirc and timer that shuts it off during periods of nonuse. This is in the corner of the garage with exterior wall behind it with house plumbed for recirculation. I begged my installer to put in an expansion tank and he keeps claiming it is not required. We did change the relief valves and one was bad. When I had other plumbers in to look at it, they do not like this plumbing and will not put in an expansion tank without changing all piping out. Before I spend that kind of money, it may be time for a replacement.

Any of you install the new RSC199in?
Any of you sworn off Rinnai to go to Navien?
Any comments on the way this is plumbed or installed?

The photo is inadequate to see piping detail. I recommend a drawing.
