have picked up a new water heater which has hot and cold connections at the top. My next question is about the t and p valve....the tank came with this NOT attached...and I'm not sure whether I remove the nut shown in the attached photograph to thread it onto? I'm referring to the nut down by the blue plastic ring...do I remove that and then thread on the t and p valve?

The blue ring looks like vibration protection or something. I'm not sure what brand or model you purchased, but i would suggest looking at the manual that came with it as the location can vary among manufacturers.
 
my concern is for your choice of connection, Pex is not allowed for 18 inches on either the hot or cold side of this tank as it has been shown to fail in this area due to excessive expansion and contraction. your connection should be with copper and then change to pex, make the top connection with a dialectric union so as not to have electrolysis damage the connection point and cause a future leak.

your TnP valve will thread onto the side of the tank within the top 6" of the tank, and you should be able to thread right into it.

Edit: after looking at your tank I'd say that if those are indeed the connections that the tank came with then it is their intention that you use a quick connect braided hose.
