I have a sump pump in my back yard for drainage. The city has asked that I only have it run when it is raining. I know they have the irrigation sensors that will turn off your controller when it rains. Does anyone know if they have something similar that would turn power to a pump on when it does? TIA
 
With a Smart Outdoor rated plug device (I like Kasa), you can control it from your smart phone.
Beyond that, you might find a way to have IFTTT create an Applet run to work with rain forecast.
Use a smart home system like Google Home, Alexa, or SmartThings to create an automation routine.
Google Home is still free and can do automation routines.
