I have a water heater that is building up pressure and leaking from the popoff valve. I have changed the pressure regulator coming into the house, changed the popoff valve and installed a water/thermal expansion tank and it is still coming out. I currently have the power off to the heater so it cannot be thermal expansion/bad thermostat as the water that comes out currently is cold. Any suggestions would be appreciated.
 
Sounds like the new t&p valve is bad. Have you tried to reset the t&p by pulling up on the handle for a few seconds
 
Check the pressure with a gauge after the PRV it may not be set correctly or it's not working. You did a good job eliminating the thermal tank now lets do the same with the PRV.
