pressure problems

Well system. My water pressure is running from 10 to 60psi's per cycle. Is it a bad pressure switch? Or is something wrong with my pressure tank?

What's the air pressure in the tank when it's empty? Submersible pump or jet pump? What size pressure tank?

In ground pump. I put about 28lbs in. The pump turns off at 65 and will not turn on by itself now.

Don't know size of tank. Its about 2 1/2 -- 3ft. Tall.
