i need to cut ahot and cold water pipe and seal the ends what is the easiest way of doing this.

What type of pipe are we talking about? If all you want to do is cap them, i would take a hacksaw and the correct cap and cap it as close to the supply as i could...

they are copper pipes, do i just put the end caps on or is it more involved,

Where are the caps needed? If in a exposed area you could use shark bite caps that just slip onto the pipe. If in a are that will be hidden then use caps that are soldered on.

make sure you isolate the supply water and drain the pressure also.
