(pic attached) Need Help Moving Supply/Waste Pipes

I'm doing a bathroom remodel. The old vanities had no drawers and a place for the waste pipe to be covered so there was no issue. The new vanities, there are two and two sets of pipes, need for the supply pipes and waste to be in the wall because the vanities have drawers and no place to put the supply/waste pipe and still keep the drawers functional.

ISSUE: The walls I need to move the pipes into are outside insulated walls. I assume the builder kept the supply lines outside the wall because of potential freeze issues. I live in the Mid-Atlantic.

QUESTION: Is there an issue to move the water supply/waste pipes into the wall for just a span of two feet? I would think that minor amount of run would not be enough to have the pipes freezes, especially if in insulation.

The waste line would be OK. But I wouldn't put the water lines in a outside wall. Insulation doesn't create heat. If you insulated a bucket of water and stored it outside it would still freeze. If the lines are in the way of the drawers you could shorten the drawers so they would close.
