No cold water

I have two sinks in the bathroom of my house that the cold water just stops running if they are opened up to any usable extent. I've disconnected both cold water lines from the faucets and the problem still persists while using the shut off valves below the sinks. Thanks in advance for any and all help.
 
How old is the piping in the walls? Did you just recently have some work done to the water system?

The reason I ask is that it sounds like there is a loose piece of something that falls down when you shut the flow off, but as soon as the flow starts up it gets pushed into a fitting, blocking the fitting.
 
I cut out the drywall and got to the valves in the wall.It seems one of them was blocked with build up. Thanks for the help!
