I put in a new flush valve on a Kohler toilet because one of the old bolt sleeves seemed to have failed and was leaking. When I cut the water off now, the level in the tank drops, but it doesn't drop all the way to the flapper. It drops pretty quickly to about the midway point of the new flush valve. There doesn't seem to be any external leaking. Is it possible the new flush valve is simply defective? Before I replace it (again), is there something else that could be causing this? Like maybe I've set something incorrectly, or something I'm overlooking? I've replaced a flush valve before without a problem, so I'm a bit stumped with this one.
