Installing gas valve on stub out

My ******* plumber diched. Need to intall connection on stubout for propane. I currently have stubout with a cap on it. I need to intall propane valve up to code. What do I need?

Looks like a half eaten snicker bar wrapped in white duct tape sticking out of a brick wall.

Yeah this is confusing. I'm not a professional so my experience is very limited but all of the propane lines I see on my old home and others are 1/2 copper or something small like that. this appears to be 3/4 inch easily so I'm not sure what we are looking at either.
