Identify this widespread sink faucet - how to disassemble? No set screws.

These are Quarter Turn Faucets. My guess is this is circa 1970's because that is when this 1945 house was remodeled. The square porcelain handles do not show any sign of being able to be unscrewed. In fact, the the hot water handle has a spiral chip fracture, likely due to an attempt to unscrew it when the hot cartridge went bad. The cold is leaking now. I attempted to grasp the lower cone cover over rubber with channel-lock and simply unscrew it' but it did not budge.

Hopefully someone knows what this sink faucet is and how to take it apart.
