It seems like there's a regulator at the big propane tank – said the outcoming 10.2-13" WC, which I believe is safe range for the grill
Yep, that will do just fine. Often, the regulator at the large tank is set at a higher pressure and each user has its own 10" to 13" WC regulator.
 
I have a self propelled walk behind lawnmower that runs on propane’s.

For what it's worth, the suggestion from @Twowaxhack worked! I got a replacement Weber bulkhead assembly, and used a swivel to connect male 3/8" flare to the male 3/8" flare from the assembly. Once I tightened it all up, everything seems perfectly air tight.

Thanks very much for the help! The assembly was the missing piece and also adds the benefit of properly securing the line to the side of the grill.
