Hot water heater 2 questions, general

Question 1: Are there any issues i should be concerned about if i leave my hot water heater off for a month at a time, then turn it back on to take a shower and then turn it off for another month, etc? i don't use a lot of hot water. only for shower. i am concerned it might be an issue with the water just lying in the tank unused. It is unused if it's turned off, correct? I thought it might become stagnant or damage the tank somehow, by not having it empty out during use and filling back up again after such a long period of time.

Question 2: When the water heater water does reach it's hottest temp (i actually have it set at "low" temp, i can hear a hissing noise. Is that normal? When that happens, i turn it off by the breaker, and then maybe 1/2 hour later the hissing stops.
 
Please tell me you are taking a shower more than once a month? :D if your heater is newer, I would recommend just leaving it on low, rather than shutting down the system completely. At my vacation home, I will shut off the breaker to the electric w/h when I leave and the water will get putrid smelling when I return in a month, but your water service has a lot to do with this. Regarding the hissing, it is most likely just condensation which is evaporating.
 
I have a water tank with water delivery. Water is city water but it is delivered and has a lot of chlorine in it. And it's a used hot water heater, probably 10 years old.

Stupid question: So I am assuming if i only use the cold water tap, no hot water is being used and unless i use the hot water tap no water is being emptied out of the hot water heater. Correct?

Should i shut off the hot water heater when i hear the hissing noise? i'm afraid it's gonna blow. i had a hot water heater in the past blow (didn't hear any hissing but never really had a chance to check that out; and i thought it was just because it was old and ready to die anyway). Replaced the part and everything worked fine after that.
 
The hissing noise is the heating elements heating the water / water expansion. Your used 10 year old water heater is at it's life expectancy , average life for an water heater is 8 - 12 years - I am not saying your water heater is bad , just giving you some more info.
