Help! Can anyone idenitfy this pipe?

Hi,
A house I am interested in buying has this pipe in the corner of the finished portion of the basement. It came about 3-4 inches out of the ground. Any idea what this could be.

does it lift up? looks like a lid/cover for a valve tube you see in the street.
