Sorry, Phish, you are correct. It is ~9 pounds in the incoming line prior to the regulator. I was just thinking about my manometer thread.

I always check gas pressure with a manometer, natural gas controls usually operate off 3.5wc (inches of water column). I'm leaning more towards a burner issue if each burner only has one orfice, if the burner has one orfice and the orfice is partially blocked the flames should be on both sides of the burner. Remove the burners tap on the burner front-to-back top & bottom to break up any rust or debris that may be inside of burner.
